Quartus II V14.0 does not support Cyclone V

14.1 does. Are you sure about 14.0?

Quartus 14.0 does indeed support Cyclone V. You need to install the device support pack(s) for the devices you need. The base quartus install doesn't include Cyclone V. See the installation instructions for details.
