Hi,
I just noticed you are using MAX 10 on Quartus 22.1std. I'm not sure how you're able to create the project on this version, MAX 10 is not supported in 22.1std/Lite and onwards.
Try using 21.1std/lite as this is the latest Quartus version that supports MAX 10: https://www.intel.com/content/www/us/en/support/programmable/support-resources/design-software/devices-support.html#intel%C2%AEmax%C2%AEseries
