I keep getting the message saying 'Internet Connection cannot be established' even though my internet is stable.
I tried with another internet connection, and deleted McAfee just in case it blocks the server. I also tried changing the proxy server but it still does not work.
How can I download it?

- Have you tried downloaded the latest version of Quartus Prime Lite Edition from our official page ? (https://www.intel.com/content/www/us/en/software-kit/825277/intel-quartus-prime-lite-edition-design-software-version-23-1-1-for-linux.html)
- Can I request you to provide me your OS that you are using and version of it ?

Can I beg your pardon for attempting again the installation process, and let's go step-by-step :
- Kindly uninstall the current installed Quartus completely from your Window
- Please go to this official webpage https://www.intel.com/content/www/us/en/software-kit/825278/intel-quartus-prime-lite-edition-design-software-version-23-1-1-for-windows.html and download again the Quartus Prime Lite
- During the download or install process, if it prompts any error, can you screenshot for me ?

My guess is your firewall might be blocking the download.
Go to "Settings" at the bottom left corner and test your internet connection.
You may checkout this user guide on how to configure the proxy setting.
