In some GHRD designs, e.g. DE0-Nano-SoC / Atlas-SoC, there is included a Makefile which carries the following header:

##################################################  Makefile to Manage QuartusII/QSys Design# #  Copyright Altera (c) 2014#  All Rights Reserved# # ###############################################

What license is this file distributed under? That is, can this file be used and can it be used in derived work? Since it contains "All Rights Reserved" I would assume not, yet I see it in a few rocketboard repos.
