System Console freezes when trying to launch custom toolkit

I've moved a GUI dashboard over to the new toolkit format (.toolkit file and all dashboard_ commands switch over to toolkit_). Sometimes when launching my toolkit, System Console freezes, as in I can't do anything except force quit it from the Task Manager. It seems completely random when this happens. Sometimes it happens after I've launched and closed my toolkit a number of times as I'm debugging the Tcl code. Sometimes it happens the first time I try to launch it! 

 

Any thoughts or ideas?

I think I may have solved this in case anyone is interested. I had slowed down the JTAG clock speed using jtagconfig --setparam to work through a board issue. Bringing the clock speed for the JTAG back up to 24 MHz seems to have fixed the problem.
