It used to be that you could have multiple levels of partitions and LL regions. Now with the latest software, you can no longer do anything but a flat design as Quartus 18 will crash or see conflicting assignments when there are none. Usually it just crashes. If partitions are no longer a supported function, then please remove it from the menu options.

Design Partition and Logic Lock are supported in the Intel Quartus Prime software.

No, it is ITAR/military. You don't support that code.
LL regions are also not supported in pro for import/export. At least no one appears to know how to do it.
WHen you use standard, it just crashes. So, it may be documented, but still unusable.
