Writing data to FPGA using Control Panel (CycloneII Dev Kit)

Hi, is anyone familier with the Control Panel for CycloneII Dev Kit? 

I'm attempting to write datas into FPGA, I cannot find out how exactly datas are transmitted when I use the Control Panel. 

After I execute the Control Panel and open the USB port, what happens exactly? Is there signals transmition right after I open a USB port or nothing untill I click, say the write button inside SRAM tab?  

As I know, if I click on the write button inside SRAM tab, a 64-bit-data should be send via JTAG, and it looks like 83 A5 + 24-bits-address + MY_data +AA. 

Can anyone tell me if the 64_bit_data is always like I mentioned?
