No it does not.
the only support is for the Arrow Bemicro board. when I tried to get the drivers from Altera they refused.- Mark as New

The programmer costs ~10USD, why bother?

One might want to enable JTAG connection to the FPGA using a standard USB cable, anytime anywhere without the need for programmer.
In my case I didn't have enough pins on the board for both USB and JTAG connectors.- Mark as New

There's a previous thread about the Arrow/FT2232 programmer option.
http://www.alteraforum.com/forum/showthread.php?t=20490 The driver could be downloaded from arrow (and should be still available there), I don't see a problem to use it at least for personal purposes. The most problematic point is, that's it's considerably slower than USB Blaster particularly in debugging, as reported in the said thread.
