I student and I want download Platform Designer Tool (Qsys) and intel monitor program.

Can I download free this?

You can download Quartus software from here:

Just select the version and type of software you are interested in.

That one is not Platform designer.

You may downloads the PD (qsys) here that come along with Quartus.
