Intel QAT 8970 Not Enumerated on Intel 4th Gen Processor

Hello,
 
We have noticed that installation of the Intel QuickAssist 8970 Adapter (product brief below) on the Xeon Silver 4416 Server is not successful.
 
The device is not enumerated during boot and cannot be viewed using lspci.
 
So far we have attempted:
  1. Validating that other 3rd gen pci express devices (10GB nic) work
  2. validating the adaptor is functional on a Xeon Gold Skylake Server (device is enumerated and shows on lspci)
  3. checked the BIOS to try alternative PCIe options (set from Auto to 3rd gen pci)
If you are aware of any reasons why Intel QAT adaptors would not be compatible with Intel Gen4 Scalable Processors, please let us know.

Issue description:  Intel QAT 8970 Not Enumerated on Intel 4th Gen Processor


The Intel QAT 8970 Adapter is considered a Hardware Version 1.x, while the 4th Gen Intel Xeon Scalable Processors are considered Hardware Version 2.0 from a QAT standpoint. The driver package to use is different depending on which hardware version is being used. Some 4th Gen Intel Xeon Scalable Processors have QAT Engines built-in, so there is no need for the external QAT PCIe adapter in this Hardware Version. For the Intel® Xeon® Silver 4416+ Processor, there is one QAT Engine available to use by default and two that can be activated via Intel On Demand upgrade, see more information in Intel® Xeon® Silver 4416+ Processor.
