but I found mkpimage,are they alike?

But still, I can't use mkpimage under shell.

Regarding your question on mkimage vs mkpimage

Note: there is a downloadable link for prebuild mkimage utility in the u-boot image tool mkimage that you might be able to use

Do note that SOC EDS been discontinued and new Quartus actually have a new build flow for the bootloader in RocketBoards
