PCKIDRetrievalTool verify faild in host

Hi,

  when i run PCKIDRetrievalTool to register my machine from pccs,  in pccs log, it shows the pcs just retrun a code 404, and there is no other detail info , so i have no idea how to debug this problem,

my system os is :

and i just get two device:
