C3758 Starts at Different Core Speeds

Hi we are working on a C3758 based custom motherboard .In the outputs that the board prints to the console during startup, we observe that the cores sometimes boot at 1.5 GHz and sometimes at 2.2 GHz. What could be the reason for this?
