first off ley me say i am not computer savvy. my laptop has been trying to update forever and cannot so i reached out to microsoft who informed me the system is outdate which makes it not eligible for updates, they advised i reach out to manufacturer for assistance in updates. so here i am! can someone point me in the right direction on who to talk to?

The reason you are not getting a good answer is because you "reached out" Contacted is a better term.
Now, you told us nothing about this "Old system". How about providing some real information, like what model number, who made it, what processor does it have, what OS does it have, and so on.

again OS is microsoft bios date is 2018

You can go to HP and ask them to help you with getting the latest version of THEIR bios.
As far as upgrading, your processor is not supported. But, you can still upgrade. Follow these instructions using OPTION 2.
Take your time, and be patient.
