Hi,
I have build a custom mkl dll using this guide https://software.intel.com/en-us/mkl-windows-developer-guide-building-a-custom-dynamic-link-library-in-the-visual-studio-development-system.
Will this custom dll include the fortran runtime dlls?

Sure, I mean the compiler redist dlls (windows\redist\intel64\compiler).

then the answer is yes if we are talking about openmp runtime libs.
