Help on use of jacobi_init

What is the true usage of the eps parameter? The help says: "Precision of the Jacobian matrix calculation". But on watching the step sizes taken, it appears to use eps as the step size. Does it not adapt the step size and number of samples to achieve the required precision? Otherwise what advantage is there in using this set of functions if they are just as dumb as anything we could write ourselves?
