I have a large application that still uses the 32bit MKL. The release documentation for 2023.2 states that the 32bit version of the OneAPI base toolkit can be installed as an addon once the 64bit version of OneAPI base toolkit has been installed. However I am struggling to find the 32bit version of the OneAPI base toolkit. (or the 32bit version of the MKL component separate to the toolkit).
Previously suggested links suggest it can be downloaded and provide links, however following those links just takes you back to the default page where only the 2025 and 2024 versions of OneAPI base toolkit can be downloaded and still no mention of 32bit version.
I have Priority support and in the product registration centre is shows all the versions of the OneAPI toolkits and individual components that I have access to which go back several versions but not one of these is the 32bit version of the OneAPI base toolkit or the 32bit version of the MKL component.
Any help would be appreciated.

In the registration center, you could select Intel® oneAPI Base Toolkit for Windows* (all tools) with versions no newer than 2024.2.1. There is a dropdown list, "Related downloads", which contains the 32-bit versions. 32-bit oneMKL was deprecated in 2024.0 and removed in 2025.0.

Thank you so much for this, I had not spotted the stealthy "Related downloads" dropdown right at the bottom of the page which only appears on certain versions and almost apears as if they don't want you to spot it. You may well have just saved the day.

I need access to Intel oneAPI Base and hpcvToolkit 2023.2 (Windows) to compile legacy scientific code (Delft3D).
Please give download link for older versions on my account.

It looks like Intel officially deprecated 32-bit MKL starting with the 2024.0 release and completely removed it from the 2025 toolkits, so you’ll need to use a version no newer than 2023.2 or 2024.2.1. As mentioned, you can find it under “Related Downloads” in the registration center by selecting Intel® oneAPI Base Toolkit for Windows (all tools) — the 32-bit MKL installer should appear there as an optional component.
I ran into a similar legacy-compatibility issue while updating some engineering automation scripts for CK’s Windows & Doors
, and sticking with 2023-series toolkits maintained full 32-bit support without breaking dependencies.
