Hi,

Is MKL Inspector-executor API written specifically for use on multi core processors, Phi processors, or both?

Moreover, if it is for use on Phi, and at this point in time, is it for both KNC and KNL?

you may evaluate the latest v.11.3 update 3 contains optimization for both of these IA. the coming MKL 2017 will contain an additional  improvements.
