AMT Manageability only gives me errors

I installed the 45735-ManageabilityDeveloperToolKit.msi software to control and manage a computer with AMT 8. The Developer Toolkit including apps such as Network Defense Tool can see the AMT machine fine. But any operations like turning it on or off or trying to see a remove KVM session always gives an error in the attached screenshot of FAILED_WEB_CALL.

Anyone know why? I'm running Windows 7 64 bit.
