Fast Call for Help on CIRA environment wont work on DELL Optiplex 990 Desktop

Intel Team - To whom should I ask about the issue i'm having with DELL Optiplex 990 Desktop, when we trigger the Fast Call for Help on the POST Screen it get stucks there forever. We never experience this issue with Lenovo.
