OEM pre-load with Dell

I am trying to get Intel vPro (AMT - Active Management Technology) activated and running in our environment. One of the steps required to get the machines activated is the provisioning process. Has anyone ever used Dell services to have them do an OEM pre-load aka pre-provsioning service, for an enterpise deployment? At the web link below, Dell says they will provide pre-provisioning services, but when I bring it up with our Dell contact, he says their engineers can't do it. Thanks.
