Looking to find if there is a tool I can scan the network to see if the computers have the following.
vPro fully enabled with AMT support
or Standard vPro with ISM only
or non-vPro/ISM enable.
I thought SCSDiscovery.exe might do it (included with Intel® SCS Configuration Tools) but it looks like the links are broken

The tool available is called Intel® Endpoint Management Assistant (EMA) Configuration Tool (ECT). The tool needs to be installed on each machine.
It provides the AMT status, availability, type, and more. I am adding the release note of the software.

In addition to what Miguel provided, there is another option to run discovery without installing a tool on to the PCs. In the Intel® Endpoint Management Assistant (Intel® EMA) API Sample Scripts (link below), inside the PowerShell\Snippets folder, there are a couple sample PowerShell scripts that can be used for identify vPro PCs - CSME-DiscoverySmbios.ps1 and CSME-DiscoverySmbiosAdvanced.ps1. You can run either of those on a PC you want to check for vPro capability in PowerShell with administrator right. The advanced script will give more detailed information and will store the result in a discoveryData variable, which you can use to collect results from the script.
