intel vpro kvm amt - Newbie question before purchase

Does intel vpro kvm amt allow a user to remotely turn a PC on and off at will just like pressing the power button on the case?

During the boot sequence can the KVM connection send the F12 request to bring up the remote PCs boot options to choose different drives remotely?
