You are using 18.1=NEO which supports Broadwell and beyond
Try the "deprecated releases"

Hi Stefan,
I have downloaded the files from there. But there is a note that says this,
12 Aug 2019: This listing is posted for archival purposes only. Version 16.1.2 and earlier runtimes are deprecated and unavailable. Please consider using version 18.1 or newer on supported platforms.
So every link in their redirect me to 18.1 version.

Hello sarya3,
Thank you for posting on the Intel® communities.
The interactive technical support for Intel® HD Graphics 3000 has been discontinued, the support is self-support.
https://www.intel.com/content/www/us/en/support/articles/000005524/graphics-drivers.html
Intel customer support won't answer further questions, hopefully, other peers can help you in this community.
Regards,
Adrian M.
