Hand Wave Detection Project based on Python and OpenCV

I am having an extremely hard time as I could not grasp the concept on how can i actually obtain the video stream from the camera. I am currently using Eclipse as my IDE and python as programming language.

 

I tried to find some examples online but nothing works or perhaps my setup was wrong.

 

I am open to suggestion including changing my programming language/IDE if someone would point me the right way of doing , that would be highly appreciated.
