How to disable the timing preset flag in VPS

Dear Sir

I get an h265 stream by MSS 2017 encode sample. But the stream can't decode by other decoder and get an error about "timing preset flag" of VPS.

So can we disable the timging preset flag of VPS?

Any answers will be appreciated!
