Why every frame generated from Encoder has PPS/SPS information

We design a  decoder/encoder feature using SDK, everything works fine. But when we use Wireshark to analyze each package, we realize each frame no matter Key frame or P frame all have the PPS/SPS information. how to control the encoder to generate PPS/SPS for key frame only?

Please see the "RepeatPPS" feature in the reference manual.  The default is 'on'.

I should mention that you the session should be initialized with API 1.8 or greater to change the behavior.
