98-100% work of processor

Have a good day. I'm not strong in English, I'm from Ukraine. I have a problem with Windows 7, processor work on 98-100%. And have productivity 2.5 (mark). 2 month ago it was 5.5, I have Core 2 Duo E6320 1.86 MHz. On windows XP, I havent that problem.
