Base clock or Turbo Clock for AAA gaming?

Let's say you have two different 4 core CPUs.

One with baseclock of 2.6 ghz and the other at 3.2 ghz.

Both have the same Turbo boost clock at 3.6 ghz.

Would there be a performance difference for a AAA game title (GTA V, Skyrim etc)?

What's important. Base clock or turbo clock?
