After trying a more recent linux kernel (6.14 instead of 6.8) and even trying windows the result was the same. I believe the problem lies with the intel microcode not having my processor in the intel_idle list.
What should I do now? Will there be a microcode version for c states for my cpu? Are there workarounds?

- Are you checking the intel_idle states in the BIOS or using the command prompt?
- Is your BIOS updated to the latest version?
- Have you made any changes to the BIOS settings?

Sorry for the late answer. For some reason the notification landed in my spam folder.
Anyway:
- I have checked the intel_idle state in my bash for proxmox
- I am using the latest bios (microcode 0x12F) and have updated the microcode to 0x3a in proxmox
- Changes that I made: Enabeling C-State support, enabling c-state packages, enabling anything else c-state related, disabling secure boot
- I have not yet contacted the asrock support since I so far believe that the issue is not bios related
- Other from the changed I use default setting (but I undervolt the cpu to offset -100mV)

- BIOS Configuration:
- Please ensure that your BIOS settings are correctly configured to support deeper C-states. Verify if the ACPI C6x Enumeration is set to map C6 as ACPI C2. Additionally, check if the Package C State is configured to allow deeper Package C-States, such as C6. If you have already checked these settings, please let me know.
- Linux OS Configuration:
- If the driver does not recognize your processor's deeper C-states, it may default to ACPI states. You can check the current idle states using the cpupower idle-info command. If deeper states are disabled, you can attempt to enable them using cpupower idle-set.
Please let me know if you have already tried these recommendations. Additionally, could you provide the specific Linux distribution and version you are using?

I use the proxmox kernel based on debian.
The intel_idle.c does not have the i5-14500t or any raptorlake cpu coded in. I've emailed the creators of the file, who explained the things to me and were really helpful.
Since the acpi c3 states is based on c10 and the acpi c2 is based on c6 I came to the conclusion that the specific "normal" c states would probably not save much power, if any.
Thats why I'd like to mark this as done.
