CORE i5-7200u Turbo Freq problem

My notebook's cpu is i5-7200u.

Learn from Intel's ark database, I find that the turbo freq of i5-7200u can be up to 3.1GHz. When I use Win10 x64, I find the freq can be up to 3.09GHz. But after I re-install Win8.1 x64, I never see the freq exceed 2.94GHz.

Does win8.1 x64 not support some new features of core i5-7200u?

Thank you for contacting Intel Communities.I am sorry to hear you are having issues to get max turbo frequency on your laptop.You can try checking the power plan you have selected and change it to "High Performance" (if necessary).To confirm that the default power plan:

1. Click Start, and then select Control Panel.
2. Click Hardware and Sound, and then select Power Options.
3. The Power Options Control Panel opens, and the power plans appear.

I would also recommend staying with Windows® 10, this because the processor's its built-in graphics (Intel® HD Graphics 620) are validated to only with that OS.I hope this helps.Best Regards,Juan V.
