CPU Service Request - System Unvailable

I have been trying to submit a CPU service request for several days. Every time I click submit I get the following message.

System Unavailable

Intel Customer Support Service Request Management is unavailable. We are actively working to resolve the system issue.

We apologize for any inconvenience this may cause and appreciate your patience.
