CPU Speed gets low to 0.39Ghz

When my laptop is not connected with charger the cpu speed of PC get low to 0.39Ghz and get stuck there and the pc starts working slow (CPU 11GEN intel core i5-11320H @3.20GHZ)

And, you want to blame the processor?   Contact the laptop manufacturer regarding their implementation of battery and power, and check their bios.
