Computer Won't Boot, showing "Shell"

Hello, 

When I turned on my computer, it won't boot properly. Instead a black screen appears with "Shell>" written multiple times in yellow text (see image). 

How can I fix this issue?

I would contact the system/laptop/motherboard manufacturer and ask them how to recover their bios or reset their bios to defaults.
