Cpu isn't being used by games and im thinking this is possibly the issue?

Nope, that's completely normal. Many games are gfx engine bound; it's not an indication of any particular problem.

Ok but is there a way to fix the issue where the games aren't working? Recently valorant has just stopped working after i restart my pc and the last two times i fixed it somehow but i cant seem to do it again. Same goes for other games fortnite, rocket league, ect. I would really appreciate if you had some troubleshooting tips to fix these issues.
