Cpu usage 100% in task menager but 17% in intel app

Hi, 1 week ago i built my pc. Everything is ok but i have about 70-100% cpu usage in task menager so my cooler work in higher RPM. I use NZXT cam and Intel XTU to check real cpu usage and it isnt higher than 20%. Please help.

Motherboard Z590 a pro
Thermall paste - Grizzly

I updated BIOS and have newest software

If only task manager shows high usage and other apps don't, maybe there is an issue with the OS.

have you checked for windows updates (and not just waiting until the os detect them and install them)?

 

because this is a new built, I'll try to reinstall the OS, and then install all the chipset and drivers directly from MSI
