The Intel Xeon W-3245 and Xeon W-3245M Processors have their scalability marked as being "1s only", so the answer would be no for use in dual-socketed motherboards. See https://ark.intel.com/content/www/us/en/ark/compare.html?productIds=193753,193751 for more information.
