According to Intel the 14700K does not support Thermal Velocity Boost (TVB). TVB can be enabled or disabled, and controlled with some motherboards through a BIOS setting that should only be available if a processor with TVB support such as a  14900K is fitted. I have seen YouTube videos where a motherboard fitted with a 14700K still allowed TVB to be enabled and configured. In one case the motherboard was the ASUS ROG Maximus Z790 Dark Hero.

I do not know if subsequent BIOS revisions have changed the ability to do this so it cannot be assumed that the facility is still available. Clearly it is outside of Intel's specifications and for this reason I would not in any case recommend it.
