Doubt about the usage of the cpu

Hello I have a question about the processor usage in Windows task manager, as sometimes it shows 100% of usage (Heavy applications) But other applications like Hw monitor shows only 60-70%
I think it's because Windows 11 doesn't recognize e-cores very well?
I repeat It's not a problem, it's just a question
