Dual core 32 bit?????

My girlfriend has a Gateway MX8741 with a T2130 dual core processor. It says "32-bit operating system". I thought all dual core were 64 bit capable. Wrong? Can't install W7 64 bit?

It would seem its a low budget one to not have 64 bit support:
