Hello,

Will I be able (i.e. using VLC) to utilize h265 hardware decoding in Xeon E3-1275V5 (HD Graphics P530) in a scenario where there is other primary graphics card in the system?

Yes, the P530 graphics controller is capable of decoding H.265/HEVC
