I recently performed a stress test on my Intel Core i5-13450HX processor using Intel's Extreme Tuning Utility (XTU). During the test, I noticed that the temperatures were extremely high, reaching between 97°C and 99°C, and the processor began thermal throttling. Additionally, the package TDP was around 100W to 105W, which seemed excessive to me.
To address this, I decided to disable the Turbo Boost Short Power Max, which was originally set to 162W by default. I haven't changed any other settings from their defaults. However, after disabling the Turbo Boost Short Power Max, the package TDP remains the same as before, even though the Turbo Boost Power Max is set to 55W (also the default value).
My goal is to reduce the temperatures and keep the power consumption within a reasonable limit, ideally around 75W. Does anyone have suggestions on how I can achieve this? Is there something I might be missing in my current configuration?

I know why you are trying to lessen the power consumption of your system. We normally do not suggest altering the default settings of a laptop, as this was thoroughly optimized by the system manufacturer, and it factors the overall build of the laptop including the cooling.
That being said, kindly provide the following information, so we can provide you suggestions to address this concern:
1. It would really help us if we can get more information about your system. Please download and run our Intel® System Support Utility from this page. To run it, please press "Scan". After the scan is finished, click next and there will be a save button, giving you an option to save the logs to a text file, please do so and attach the file on your reply. You can refer to How to get the Intel® System Support Utility Logs on Windows* for instructions.
2. Are you able to change the value of Turbo Short Power Max?
3. Kindly provide a picture of the settings available to you in BIOS.
