How to join the INRC? ‘Survey is not active’

A colleague and I would like to join the INRC as new members under Research Vector RV1: Theory and Neuroscience, to develop neurologically based neuromorphic sensors. We have completed our proposal.  However, the submission link (https://intel.az1.qualtrics.com/jfe/form/SV_9B2moVjI62gJYDc) found here https://intel-ncl.atlassian.net/wiki/spaces/INRC/pages/1784807425/Join+the+INRC states that “This survey is not currently active.”  What can be done about this?
