Was wondering is it normal for I5 9400F to have the computer specs to show only the 2.9ghz base? My current specs does not show 2.9ghz and 4.1 ghz boosted. Unsure if i have turbo boost or not.
My motherboard is ASUS TUFF B360 PRO ATX LGA1151

The computer specs will always show the base clock speed, never the Turbo Boost speeds possible.
If you want to see if Turbo Boost is working, run something that specifically displays this information, such as Intel's Turbo Boost Monitor (available here: https://www.techspot.com/downloads/4947-intel-turbo-boost-technology-monitor.html).

Thanks, i have downloaded and heres a print screen. I assume its working? From researching i have seen people with cpu specs that states 2 types of ghz. Is there a reason for this whereas mine does not?

I don't know. I just checked a half dozen of my machines. They all provide CPUID string plus base clock speed and this base clock speed is always identical to that in the CPUID string. I wonder; is this folks who are overclocking?
Looking at your results, either the single core multiplier is set for 4.0 GHz or your system was just too busy while you were monitoring. Windows 10 has a *lot* of background maintenance tasks.
