Whether at any point in time the processor is able to make use of Turbo Boost is dependent upon temperatures, power utilization, core utilization and a whole slew of other criteria. To me, this looks like you are running just fine at your base clock speed. Of course, I cannot see these other criteria.
One other thing that you could try is to use an app like ThrottleStop to see whether there are any external factors causing processor throttling.
