I7 9750H running at very low clock speed

Whether at any point in time the processor is able to make use of Turbo Boost is dependent upon temperatures, power utilization, core utilization and a whole slew of other criteria. To me, this looks like you are running just fine at your base clock speed. Of course, I cannot see these other criteria.

One other thing that you could try is to use an app like ThrottleStop to see whether there are any external factors causing processor throttling.

Thanx for the reply when I click on ia limit reason (in hwinfo) it says "ia core frequency clipped due to thermal velocity boost" and idk what that means can you explain it sir

It basically means that temperatures prevented Turbo Boost from reaching highest levels possible.
