I9-10900k wierd usage on win11 after updateing from 10

I have just recently updated from win 10.

My CPU has weird anomalies:

-Sometimes, only using 1 thread on 100% and the others are doing basically nothing.

-In games, the games start to stutter and frame drop ( League of Legends, Horizon Forbidden West, etc...)

-Even if everything is closed in the task manager, pretty high CPU usage is present.

I understand that it is not the newest CPU or strongest, but it worked flawlessly on win 10. I can understand if I give a bit of performance for win11, but it made even League of Legends unplayable ( fps fluctuated between 20-230...), and the desktop is laggy as well (minimizing a browser is laggy even when nothing else runs).

I made a clean vga driver install (with ddu). I have set the power profile to maximum performance. I selected the preferred VGA to be my nvidia card with high performance in individual programs through windows.

CPU: I9-10900k

MoBo: strix z490 gaming-e (with the newest BIOS)

ram: 32gb 3600Mts CL 18

GPU: strix rtx 2080ti

Thank you. I am happy to give more information if needed.

Hi @PeterCs,

It's good to know that the Intel processor diagnostic tool passed indicates there are no hardware issues with the unit. Regarding the readings you observed after transitioning to Windows 11, based on my review of your overall system configuration, I don't see any limitations that would prevent an upgrade to Windows 11.

Your processor (Intel Core i9-10900K) fully supports Windows 11, including TPM 2.0 and DirectX 12 compatibility. The BIOS is updated to version 3201, which is also aligned with the requirements.

If you're noticing higher CPU utilization compared to the GPU, this could suggest a potential bottleneck. However, since you've reverted to Windows 10, my recommendation for now is to wait for further optimization and driver updates that will be included in future Windows releases.

If Windows 10 continues to deliver better performance for your gaming-focused workload, it may be best to stick with it until these issues are resolved. Alternatively, you may consider reaching out to Microsoft Support, especially since the issue only occurred after transitioning to the new operating system or perform a complete operating system reinstallation using a flash drive.

Let me know if you need more information and further assistance.

Hi @PeterCs,

Thank you for posting here in our community. To effectively diagnose and address the issue you're experiencing, I kindly ask you to provide detailed responses to the following questions. This information will help us isolate the problem and determine the most appropriate course of action.

  • Please provide the SSU log report and share it here so I can review your system's configuration.
  • Have you checked Windows Update for any pending driver updates, especially chipset drivers?
  • Are your CPU temperatures normal during these high usage periods?
  • Have you tried observing the system in Safe Mode? If so, did you notice any difference in behavior?
  • Are you running Windows 11 22H2, 23H2, or another version?

I look forward to your response and am committed to resolving your issue promptly.

For performance issues related to a specific game, we recommend submitting a separate support ticket for each title. This will allow our team to provide more focused and effective assistance. Need help? Reporting a bug or issue with Arc GPU? - PLEASE READ THIS FIRST! - Intel Community

Thank you,

I have managed to solve the problem with a clean install ( but it cost a lot of setup time, sadly).

The chipset driver was up to date, the CPU themp is always stays around 40-50 °C ( 360 AIO)  even in long cinebench runs.

I have not checked safe mode, sadly.

As for windows version 24H2 were the version.

At this point, I am pretty sure that the problem originated from updating from win10 and not clean installing.

Thank you again for the fast response.

Sadly the problem is still presist, just a bit better, because the clean install freed up some capacity.

In safe mode it works like before ( normally, and spreading the load), and it was as should be, no lag at all.

windows is up to date as much as possible.

chipset driver too.

I tried in normal mode to change the task priority manually to real time, and it helped a lot, but did not solved the problem completly.

Hi @PeterCs,

To help isolate the issue with processor utilization, here’s what we’ll do:

  1. Run the Intel® Processor Diagnostic Tool and share the results with me once completed.
  2. Update the BIOS to the latest version available for your motherboard. Based on the SSU log report, your current BIOS is still dated 2024, which is outdated.

Once both steps are completed, test and observe the system behavior again. If the issue persists, please send me an updated SSU log report so I can recheck your system configuration.

Lastly, regarding the game performance issue, kindly create a separate ticket for that concern so we can stay focused on resolving the processor-related issue first.

Thank you. For some reason, I did not see the 2025 bios on the website.

I sadly had had enough and reverted back to Windows 10.  Nonetheless, I am very thankful for the quick and thorough support.

I did put the log for the processor diagnostic tool.
