Hello, 

My processor supports turbo boost but I have no ITBM service.

how can I enable turbo boost?

Unless it is disabled in BIOS, the Turbo Boost feature is running. Support for Turbo Boost Max is built into Windows 10 and operational at all times.

You can run the Intel Processor Diagnostic Tool to verify the functionality of the processor.
