I resolved this myself by inserting the following string value in the system registry under Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run (using RegEdit):
"C:\Program Files (x86)\Intel\Driver and Support Assistant\DSATray.exe"
For some (strange) reason the DSA installer failed to insert this string value in the system registry.

Hello zyborg,
Thanks for the confirmation. In order to continue, please try the following:
1. Ensure both the Intel® DSA Service and Intel® DSA Updater service show the status of Running.
- In Windows* Search, type Services, and scroll to find Intel® Driver & Support Assistant.
- Confirm the Status shows Running; if it isn't running, then start the service if necessary by right-clicking and choosing Start.
- If the Status shows Running, restart both services by right-clicking and choosing Restart.
2. Check to see if any Windows updates are pending.
3. Clear the browser cache and close the browser.
4. Try disabling your Ad Blocking extensions and privacy-related extension on the Intel® Driver & Support Assistant (Intel® DSA) webpage.
5. Reinstall the Intel® Driver & Support Assistant (Intel® DSA):
- Uninstall the existing Intel® Driver & Support Assistant (Intel® DSA) tool in the system using the Uninstaller tool: https://downloadcenter.intel.com/download/29923/Intel-Driver-Support-Assistant-Uninstaller?v=t
- Download and install the latest Intel® DSA version: https://www.intel.com/content/www/us/en/download/18002/intel-driver-support-assistant.html?wapkw=Intel%20driver

After updating to the latest Windows 11 build (22631.2048), uninstalling Intel DSA and reinstalling Intel DSA, the issue seems to have been resolved.
The icon for Intel DSA now appears in the system tray on every boot (expected behaviour).

Unfortunately, I spoke too quickly. After the latest reboot, the issue persists.
And to answer your previous questions:
1. Both services are running.
2. No Windows updates pending.
3. Browser cache cleared and browser closed.
4. Ad blocker extensions turned off for Intel® DSA webpage.
5. Intel® DSA uninstalled and reinstalled.

Hello zyborg,
I am sorry to know that the issue persists. In order to continue with the investigation, I will need the following:
1. Run the Intel® System Support Utility (Intel® SSU) to gather more details about the system.
- Download the Intel® SSU and save the application on your computer: https://www.intel.com/content/www/us/en/download/18377/intel-system-support-utility-for-windows.html
- Open the application, check the "Everything" checkbox, and click "Scan" to see the system and device information. The Intel® SSU defaults to the "Summary View" on the output screen following the scan. Click the menu where it says "Summary" to change to "Detailed View".
- To save your scan, click Next and click Save.
2. Provide the Intel® Driver & Support Assistant (Intel® DSA) logs:
