I have a HP Pavilion Laptop 16 afOxxx Product #9U9T6UA with Intel Ultra 7 155U Performance- core Base Frequency 1.7GHz and want to know if I can upgrade to Efficient-core Max Turbo Frequency 3.8GHz?

No, your processor is bga socketed, which means it is soldered in place.

I'd like to give higher Kudo mark of 5 however, unable to due to unfamiliarity with site.  Not user friendly which is no reflection on you.
